Building Authority in a High-Stakes Niche

Appeals law is one of the most specialized practice areas in legal services. The audience is narrow, the search intent is urgent, and the competition for visibility in Philadelphia is high. Ranking for these keywords requires not just technical SEO but genuine topical authority across multiple practice areas.

When the engagement began, Mosser Legal had no active SEO strategy, low keyword rankings, and low lead generation. The website lacked service pages for core practice areas, had no blog content, and had no infrastructure in place to track where leads were coming from. The Google Business Profile existed but was not being actively managed or optimized.

The core challenge was building search visibility and lead generation in a niche legal market, while creating the content infrastructure needed to establish authority across multiple appellate practice areas.

The Problem

Mosser Legal had the practice. What it didn’t have was anything on the website to prove it.

Appeals law is one of the most specialized practice areas in legal services. The audience is narrow, the search intent is urgent, and competition for visibility in Philadelphia is high. When the engagement began there was no active SEO strategy and low keyword rankings across the core practice areas. No service pages for key appellate practice areas. No blog content targeting relevant legal categories. No infrastructure in place to track where leads were coming from. The Google Business Profile existed but was not being actively managed.

The Turning Point

Rather than trying to rank one site for appeals in general, we built authority practice area by practice area.

Someone who just lost a workers’ compensation claim and someone facing an immigration appeal are not the same client, and a single homepage isn’t the best answer for either. So we published five service pages, one per area: Worker’s Compensation, Immigration, Administrative Law, Business Litigation and Malpractice Appeals, plus location pages for Philadelphia and Pennsylvania. Monthly blog content and a managed Google Business Profile kept the signal current, and Google Ads ran alongside from the start to hold visibility while the organic side developed. All six tracked keywords now rank on Page 1 and appear in AI Overviews.

How Mosser Legal Ended Up in AI Overviews

Six tracked keywords. Six AI Overview appearances. Several of them list the firm first.

That's not the result of a separate "AI SEO" campaign, and it's worth being straight about why. In May 2026, Google published its own guidance on generative AI features and said plainly that AEO and GEO are still SEO. AI Overviews and AI Mode are grounded in the same ranking systems as regular search. The model retrieves pages from the same index using a technique Google calls query fan-out: it quietly runs a spread of related searches behind the question you typed, then assembles an answer from what comes back.

You have to rank before you can be cited

Pages that appear in AI Overviews are, overwhelmingly, pages that were already ranking. Getting to Page 1 wasn’t a separate goal from AI visibility, it was the entry requirement. Mosser Legal couldn’t be cited for “immigration appeals lawyer Philadelphia” while it had no immigration appeals page.

Query fan-out rewards depth, not phrase-matching

Because the model fans one question into many, a firm that answers only the exact phrase gets thin coverage. Answer the cluster around it, what the appeal costs, what the deadline is, what happens if it fails, and you get pulled into more retrievals. Five deep pages, not fifty near-identical ones.

How long did it take to see results for Mosser Legal?

The engagement has been active for approximately one year. Keyword rankings and AI Overview appearances developed over that period, with detailed performance data tracked across the last 3 to 6 months. SEO in competitive legal markets takes time to build, but the results reflect consistent work across content, local SEO, and paid media.

Appeals law is one of the narrowest practice areas in legal services. The search audience is small, intent is high, and topical authority has to be earned across multiple distinct practice areas. Starting without service pages or blog content meant building the entire content foundation from scratch before rankings could follow.

Google Ads ran alongside the organic strategy from the start. It provided immediate visibility while SEO rankings developed, and was continuously refined through negative keyword optimization, headline testing, and match type adjustments. The result was a CTR consistently above 7% with an average CPC of $4 to $5.

AI Overviews appear at the top of Google search results and directly recommend businesses to users before they click anything. For Mosser Legal, appearing in AI Overviews for all 6 tracked keywords, often as the first listed option, means the firm is being surfaced by Google as a credible answer to high-intent legal searches.

Work included monthly blog content, five new service pages covering Worker’s Compensation, Immigration Appeals, Administrative Law Appeals, Business and Commercial Litigation Appeals, and Malpractice Appeals, and location pages targeting Philadelphia and Pennsylvania. Each piece was built to support rankings and reflect how potential clients search for appellate representation.

By ranking, and by having content worth citing. Google’s AI features pull from the same index as regular search, so the page has to be indexed, snippet-eligible and ranking well before it can be cited at all. After that, what gets a firm pulled into an answer is substance a model couldn’t produce on its own: real case detail, real procedure, real experience.

Not according to Google. Their May 2026 guidance on generative AI features says AEO and GEO are still SEO, and that the AI surfaces run on the same core ranking systems. What changes is emphasis. First-hand expertise and non-commodity content matter more than they did five years ago, and thin keyword-variant pages matter less than nothing.

No, and neither can anyone else. AI Overviews aren’t a ranking position you can buy or lock. They’re generated per query, they vary by location and device, and Google changes how they’re assembled regularly. What we can do is build the conditions that make citation likely, then track it.

The practice area pages, mostly. When someone searches for a family law appeal, Google needs a page about family law appeals, not a homepage that mentions six practice areas in a list. Each of the five service pages was built to be the best answer for one specific type of appeal, and that specificity is what made them citable.

Depends on the practice area, the city and what’s already on the site. A firm with existing service pages and reviews starts further along than Mosser Legal did. A firm in a bigger market with national competitors takes longer. The honest first step is a look at what you currently rank for and what your competitors have published that you haven’t.
